Where is the position of Surabaya between regencies / cities in East Java in the last three years?

Surabaya Municipality HDI is ranked first in the last three years, with achievements of 82.22 in 2019. According to the United Nations Development Program (UNDP) standards, the Surabaya Municipality HDI is included in the very high criteria because its value is> 80.
